Rule 58 amended by S.R.O. 1964(I)/2024, dated 27 November 2024, which in sub-rule (2) substituted a colon for the semicolon at the end of the proviso and added a second proviso. The notification enacts the draft published as S.R.O. 1617(I)/2024, dated 1 October 2024, which had proposed the proviso without the words “confiscated” and “, except the uncleared or overstayed vehicles imported through ports,”. ↩

Rule 71A inserted by S.R.O. 280(I)/2026, dated 13 February 2026, which enacts the draft published as S.R.O. 227(I)/2026, dated 3 February 2026. The register describes the new rule as “7A”; the notification inserts it after rule 71 and numbers it 71A. The word “scarp” in “iron or steel lashings scarp” is as printed. ↩

Chapter V amended by S.R.O. 1630(I)/2026, dated 18 September 2026, which substituted clause (d) of rule 61, added sub-rule (5) to rule 73, added sub-rule (3) to rule 75 and inserted Appendix-A to the Chapter. The substituted clause (d) of rule 61 read as follows: “(d) display such goods or samples thereof at a place or places and in the manner acceptable to the Collector.” The notification enacts the draft published as S.R.O. 1458(I)/2026, dated 10 September 2026. An earlier draft for this chapter, S.R.O. 1277(I)/2026 dated 5 August 2026, proposed different amendments to rules 61 and 64 and was not enacted. ↩

Amended by S.R.O. 30(I)/2024, dated 10 January 2024, which enacts the draft published as S.R.O. 1517(I)/2023, dated 2 November 2023. It amends rules 226, 227, 234 and 525 on the Sialkot Export Processing Zone, inserts Appendix-A after rule 236, and amends rules 871, 872, 874, 876, 883, 886, 892, 893 and 897 and Appendix-IV of Chapter XL. In rule 226 the notification quotes the expression it replaces as “Board’s Notification No. SRO. 881(I)/80 dated 23rd August, 1980,”; the consolidation prints “Board’s Notification No. SRO. 881(I)/80, dated the 23rd August, 1980”, and the substitution is made for the expression as printed. In rule 886 the full stop replaced by a colon is the one ending the existing proviso to sub-rule (4), which is where sub-rule (4) ends. The wording it replaced or omitted read: “Board’s Notification No. SRO. 881(I)/80, dated the 23rd August, 1980”; “Board’s Notification No. S.R.O.882(I)/80, dated 23rd August, 1980”; “IV | Category C1 | 48 Months”; “V | Category C2 | 24 Months”. ↩

Amended by S.R.O. 685(I)/2024, dated 14 May 2024, which enacts the draft published as S.R.O. 456(I)/2024, dated 28 March 2024. It substitutes clause (q) of rule 871 and amends rules 872, 873, 875, 876, 881, 886, 892 and 897. In rule 886(3) the inserted expression is printed ending with a full stop; it is inserted before the sub-rule’s own full stop so the sentence does not end twice. The wording it replaced or omitted read: “(q) "manufacture" includes any process incidental, or ancillary undertaken in the manufacturing of output goods under this Chapter;”; “WeBOC or PSW:”. ↩

Amended by S.R.O. 1281(I)/2024, dated 20 August 2024, which enacts the draft published as S.R.O. 1042(I)/2024, dated 18 July 2024. It amends sub-rules (2), (3) and (10) of rule 877, substitutes clause (b) of rule 880(1), amends the provisos to rule 882(2) and amends rule 898(2). The expressions it replaces are quoted as “SRO 327(I)/2008”; the consolidation prints “S.R.O 327(I)2008” and “SRO 327(I)2008”, and the substitutions are made for the expressions as printed, taking in the comma before them so that the replacement, which itself begins with a comma, does not leave two. The new clause (b) of rule 880(1) is printed with a stray opening quotation mark before “procurement”, which is not reproduced. The wording it replaced or omitted read: “, SRO 327(I)2008, dated 29.03.2008, simultaneously”; “and S.R.O 327(I)2008, dated 29.03.2008, and intends”; “, SRO 327(I)2008, dated 29.03.2008, shall be processed”; “(10) Tags and printed materials supplied by a foreign supplier without the involvement of foreign exchange from Pakistan shall be allowed to be imported without any quantitative restriction for the purpose of this Chapter.”; “(b) local input goods liable to sales tax shall be supplied against a zero-rated invoice;”; “Provided that in case the manufacturing process performed by the vendor is liable to sales tax and or federal excise duty, the processed goods shall be returned to the manufacturer in such manner as if these were exported without payment of sales tax and/or federal excise duty:”; “Provided further that”. ↩

Amended by S.R.O. 301(I)/2025, dated 7 March 2025, which enacts the draft published as S.R.O. 204(I)/2025, dated 25 February 2025. It amends rules 871 to 887, 892 and 893 and inserts rule 877(A). Four of its omissions - the references to the Engineering Development Board in rule 871(a) and (j) and rule 877(9) and (11) - were directed to take effect six months after the notification commenced, and have done so. In rule 877(11) the notification omits “as well as by EDB on sectoral basis” where the consolidation prints “on a sectoral basis”; the omission is made for the words as printed. A proviso is treated as part of the sub-rule it follows, so where a sub-rule is substituted or omitted its provisos go with it; the notification’s own later amendment of “the proviso” to rule 882(2) confirms that reading. In rule 887(1) the consolidation prints two clauses lettered (a); the enacted Export Facilitation Scheme Rules letter the second pair (d) and (e), so the clause (a) omitted is the first. The wording it replaced or omitted read: ““regulatory authority” means Additional Collector of Customs duly authorized by the Collector to act on his behalf under these rules;”; “or as approved by Engineering Development Board (EDB)”; “or as approved by the EDB”; ““insurance guarantee” means a guarantee issued by an insurance company registered with the Ministry of Commerce and has a minimum Pakistan Credit Rating Agency rating of”; “per the claimed percentage of production to be exported i.e., Category A or B, which shall be subject to review by the Regulatory Collector after one year”; “(5) An applicant showing a poor compliance profile, i.e., having one or more contravention cases adjudged against him or having pending recovery cases or pending criminal proceedings during the last three years, at the time of application, shall be downgraded for a period of one year, as under Table Sr. No. | Category as per % of export or export history | Category Allocation due to poor profile for a period of one year. | (1) | (2) | (3) | 1 | Category A | Category B1 | 2 | Category B1 | Category C1 | 3 | Category B2 | Category C2 | 4 | Category C1 | Category C2 | 5 | Category C2 | No Authorization”; “(6) All exporters whose category has been downgraded under sub-rule (5), their performance shall be reviewed by the Regulatory Collector after one year and in case good compliance record during the year, the original category shall be restored. In case the compliance record of the user at the time of review is again ascertained to be poor, the authorization granted shall be suspended immediately and the Regulatory Collector may initiate proceedings for cancellation of the authorization: Provided that contravention cases involving procedural issues or individually or collectively involving revenue less than rupees five million, shall not affect the categorization of the exporter.”; “(a) Category A: Indemnity bond as set out in Appendix-III and PDC;”; “(b) Category B1: Indemnity bond as set out in Appendix-III and PDC for manufacturer cum exporters with a self-owned manufacturing facility and Revolving Insurance Guarantee 163[or revolving bank guarantee]163 covering their annual requirement, for Manufacturer-cum- exporters with a rented production facility;”; “Revolving Insurance”; “for manufacturers with self-owned manufacturing facility covering their annual requirement, Revolving Bank Guarantee for manufacturers with rented production facility”; “(d) Category C1: Indemnity Bond as set out in Appendix-III and PDC for manufacturers with self-owned manufacturing facility and Revolving Insurance Guarantee 163[or revolving bank guarantee]163 for manufacturers with rented production facility and commercial exporters, covering their annual requirement; and”; “Revolving Insurance”; “with a self-owned manufacturing facility and Revolving Bank Guarantee for manufacturers with rented production facility”; “Subject to rule 898 (2), in case the applicant is the existing user of any of the previous export schemes like S.R.O 450(I)2001, dated 18.06.2001, Chapter XV, DTRE164[, SRO 327(I)/2008 dated 29.03.2008 and SRO 492(I)/2009 dated 13.06.2009]164, and intends to shift to Export Facilitation Scheme, 2021, he may be considered for authorization by the Regulatory Collector under these rules subject to his satisfaction and satisfactory compliance history under previous schemes. If the applicant has stocks of input goods imported under any of the previous schemes, he shall declare description, PCT, quantity and value of the stocks, at the time of application and the Regulatory Collector shall upload the same in WebOC or PSW against the authorization of the applicant.”; “Subject to rule 898 (2), the online application along with approved Analysis Certificate, of all existing users of export promotion schemes under SRO 450(I)2001, dated 18.06.2001, Chapter XV, DTRE164[, SRO 327(I)/2008 dated 29.03.2008 and SRO 492(I)/2009 dated 13.06.2009]164, shall be processed by the Regulatory Collector by uploading the approved value of the input goods along with the details of the security instrument as applicable in the WeBOC or PSW system and IOCO database after satisfying himself regarding the compliance profile of the applicant and the value of the input goods being commensurate with performance and production capacity of the applicant, within seven days of its receipt.”; “(4) In case the application has new input goods or output goods, or the applicant claims that there is change in the Input 158[output]158 ratio already determined due to any change in technology, the Regulatory Collector shall refer the case to the Directorate General of IOCO or the EDB as the case may be immediately after receipt of the application, for determination of the Input-Output ratios within thirty days of the receipt of the application, showing the actual quantity of input goods used and wastages occurred in the manufacture of one unit of output goods. A new Analysis Certificate shall be issued and uploaded in the WeBOC OR PSW system by the Director IOCO: Provided that the exporters falling under “category A” can apply to the Regulatory Collector, within seven days of the import of the goods or sixty days before the first export of the output goods, for issuance of analysis certificate if not issued already, showing the input and output ratio of input goods vis–a–vis finished goods along with wastages in the prescribed format.”; “(5) In case of an application by an exporter who was not using any of the export promotion schemes prior to issuance of these rules, the Regulatory Collector shall in case of a new application upload the authorization if the input output ratios already exist in the IOCO database and are acceptable to the applicant. In case the input goods or output goods are not covered in any Analysis Certificate issued previously, he shall refer the case to IOCO for determination of input out ratios and production capacity of the unit after satisfying himself regarding the compliance profile of the applicant, within seven days of its receipt 158[: Provided that the Regulatory Collectorate shall issue analysis certificate within 3 days of application by the user provisionally as per declared input output ratios and wastages pending final determination or revision by IOCO or EDB, as the case may be; Provided further that the quantity equivalent to hundred percent capacity of the producing or manufacturing unit may be approved provisionally by the Regulatory Collectorate, as applied by the user. However, up to fifty percent quantity may be allowed to be used by the time IOCO or EDB, as the case may be, determines output and input ratios.]158”; “(6) The IOCO shall commence processing of the case immediately. The Director IOCO shall complete the exercise within thirty days of the date of the application. In case the Regulatory Collector or the IOCO fails to process the application within thirty days, the WeBOC or PSW system shall automatically allow acquisition against 100% of the value of input goods involved as declared by the applicant provisionally, based on the declared input output ratios. The provisional permission shall be subject to modification once the IOCO finalizes its assessment of the input out ratios, the Director IOCO shall upload the authorized value in the WeBOC or PSW System”; “including the Engineering Development Board”; “as well as by EDB on a sectoral basis”; “In the case of Contract based application where the applicant so demands, 50% of the value of input goods demanded shall be allowed provisionally by the system at the time of submission of application which shall be subject to final determination of input-output ratios and production capacity of the applicant by the Director IOCO or the Regulatory Collector as the case may be.”; “where the applicant claims that the contract is urgent and input goods are being imported through air cargo exclusively, the system shall allow 100% of the value demanded based on input output ratio claimed by the applicant, which shall be subject to modification once Director IOCO or the Regulatory Collector may finalize the Analysis Certificate.”; “(3) The authorization of the value of input goods shall be uploaded for each year based on annual estimated requirement, for the entire authorization period. Authorization to acquire goods for the subsequent year wherever applicable shall be triggered automatically upon submission of the annual reconciliation report by the exporter in the WeBOC or PSW.”; “The renewal of the authorization shall be subject to satisfaction of Regulatory Collector that no action under the Acts is pending against the user and the user has duly submitted all reconciliation statements as set out in Appendix-IV.”; “within thirty days”; “(2) The user may remove input goods out of his premises for partial manufacture or processing by a vendor as declared in the application after as set out in Appendix-V intimating the Regulatory Collector, in this behalf. 164[Omitted]164 Provided 164[omitted]164 that the output goods may be removed directly for export from the vendor to the customs station.”; “883. Utilization period. The input goods acquired under these rules shall be utilized within the time-period prescribed as under: Sr. No. | Category | Utilization period | (1) | (2) | (3) | I | Category A | 60 Months | II | Category B1 | 48 Months | III | Category B2 | 24 Months | IV | Category C1 | 162[24]162 Months | V | Category C2 | 162[12]162 Months | 158[Provided that the said period may be extended for export of output goods only by the Chief Collector of respective jurisdiction for six months’ period in cases of exceptional circumstances and in case of extension such fresh securities as mentioned in rule 876 covering the extension period shall be obtained”; “Provided that no Goods Declaration of export or Goods Declaration shall be filed for supply of goods against international tenders or to exempt projects or sectors in Pakistan: Provided further that supplies against international tenders or to exempt projects or sectors in Pakistan shall be reported by the user to the Regulatory Collector who shall enter the relevant particulars in WeBOC or PSW.”; “revolving insurance”; “in case a user is unable to consume the input goods acquired before the end of the year, the same shall be carried forward into the next year on submission of the reconciliation statement;”; “Where the user is unable to export goods as per declared category for consecutive two years, the Regulatory Collector may reduce the authorized value accordingly, for the remaining utilization period by amending the authorized value in the WeBOC system after giving an opportunity of being heard to the user.”; “On submission of reconciliation statements as prescribed under sub rule(1), the WeBOC or PSW system shall automatically allow the value of input goods authorized at the time of application for the next year. 163[The Regulatory Collector or an officer authorized by him in this behalf shall scrutinize the reconciliation statement. In case of any discrepancy in the reconciliation statement (including imports not commensurate with export performance or absolute non-utilization of previously imported input goods), the Regulatory Collector may suspend authorization of input goods by recording reasons of suspension in writing and such suspension shall be fed into WeBOC or PSW. The Regulatory Collector shall decide the case within thirty days of the suspension failing which the suspension shall stand revoked]163”; “as under”; “Category A; once in five years;”; “Category B; once in Four years;”; “Category C; once in three years; and”; “Contract based: once in three years:”; “Provided further that the audit of new entrants in export facilitation scheme, not availing any previous export scheme, may be conducted on annual basis for the first three years.]162”. ↩

Amended by S.R.O. 1101(I)/2025, dated 23 June 2025, which enacts the draft published as S.R.O. 862(I)/2025, dated 21 May 2025. It inserts the State-Owned Defence Production Entities in rule 874(1)(i) and adds a proviso to rule 877(15) on their input-output ratios. ↩

Amended by S.R.O. 1435(I)/2025, dated 5 August 2025, which enacts the draft published as S.R.O. 1359(I)/2025, dated 29 July 2025. It amends rules 871, 872, 876, 877, 879, 880, 882, 883 and 885, largely to admit an insurance guarantee alongside a bank guarantee and to exclude raw cotton, cotton yarn and grey cloth from the scheme. In rule 871 it inserts a new clause (n) where S.R.O. 301(I)/2025 had omitted the old one, so the new clause takes that place. In rule 872(1)(f) it replaces “the full stop” at the end with a semi-colon; the consolidation prints a colon there, and the colon is replaced. The wording it replaced or omitted read: “(n) 165[Omitted]165”; “165[except iron and steel scrap falling under the respective headings of Pakistan Customs Tariff]165”; “165[, except persons engaged in import of iron and steel scrap falling under the respective headings of Pakistan Customs Tariff,]165”; “tenders; and”; “Common Export House:”; “thereunder; and”; “sales tax invoice.”; “shall not exceed sixty days”; “9 months extendable in exceptional circumstances by a committee to be constituted by the Board”; “the revolving insurance”. ↩

Amended by S.R.O. 528(I)/2026, dated 19 March 2026, which enacts the draft published as S.R.O. 520(I)/2026, dated 18 March 2026. It amends rules 877(15) and 883, adds sub-rule (5) to rule 878 and sub-rule (6) to rule 879, and substitutes rule 892(1). In rule 883 it directs that “after the words ‘nine more months’, the words ‘six more months’ shall be substituted”; a substitution cannot be made after words, and it is made for them. The expression “effective from07.03.2025” is printed without a space and is reproduced as printed. The wording it replaced or omitted read: “proviso to sub-rule (4)”; “nine months. In”; “nine more months”; “The user falling under category A shall submit an annual reconciliation statement as set out in Appendix-IV showing the input goods acquired and output goods exported, domestically sold, 162[aggregate value addition,]162 and wastages and their disposal within thirty days of the end of the year. Users falling under categories B & C shall submit a biannual reconciliation statement within thirty days of the end of six months163[:]163 163[Provided that the new entrants in Export Facilitation Scheme, not availing any previous export scheme, shall submit a quarterly reconciliation statement within fifteen days of the end of each quarter.]163”. ↩

Amended by S.R.O. 2051(I)/2024, dated 12 December 2024, which enacts the draft published as S.R.O. 1968(I)/2024, dated 29 November 2024. It amends rules 1092, 1093, 1096, 1097, 1098, 1101, 1103, 1108 and 1113, inserts rule 1111A, adds rule 1124, and omits clause (p) of rule 1096(2) together with Appendix-I, the undertaking that clause required. Most of the amendments move the receipt, grant and renewal of licences from the Board to the Director (HQs), Directorate General of Transit Trade, and the Licensing Committee. In rule 1093(xi) the notification inserts its words after “Director Reforms and Automation, Karachi”; the consolidation prints “Director Reforms and Automation (Karachi)”, and the insertion, which the notification describes as words and a comma, is made after those words as printed. In rule 1098(1) the word “Board” is replaced, as directed, by an expression that itself begins “in the office of”; the words “in the” before “Board” are not part of what the notification replaces, so the sub-rule reads “in the in the office of”. The wording it replaced or omitted read: “tacking”; “Board”; ““conflict of interest” means entering directly or indirectly, through an associated or subsidiary concern, into a business or activity allied with or ancillary to transportation of bonded cargo, by a licencee under these rules or vice versa;”; “Board”; “an undertaking to the effect that the applicant is an entity not hit by conflict of interest as defined in clause (vi) of rule 3 in the format at Appendix-I.”; “Appendix-I [See rule 6(2)(p)] UNDERTAKING We, M/s —, undertake that we neither currently nor in future shall indulge in any business or activity allied or ancillary to transportation of bonded cargo throughout the duration of our licence to be awarded under the Tracking and Monitoring of Cargo Rules, 2023. We further undertake that if we fail to inform relevant Customs authorities about any of the aforementioned businesses or allied activities undertaken by use or our subsidiary or associated concern, and information in this regard reaches Customs authorities, the Licensing Committee shall have the right to cancel our licence forthwith.”; “GSM or GPRS or satellite communication”; “seventy-five”; “one hundred”; “and”; “Board”; “send its recommendations to the Board within one hundred and twenty”; “recommending”; “shall recommend to the Board”; “to such a company”; “Board”; “Board”; “and may recommend renewal of licence to the Board”; “Board”; “on the basis of recommendations of the licensing authority”; “Board”; “On satisfaction”; “Board”; “13”. ↩

Amended by S.R.O. 80(I)/2025, dated 31 January 2025, which enacts the draft published as S.R.O. 64(I)/2025, dated 24 January 2025. It inserts clause (da) in rule 1092(1). The new clause ends “; and” and clause (d) before it is left ending the same way; both are reproduced as printed. ↩
